Subject: CFV: New JDK Committer: Daniel Skantz

I hereby nominate Daniel Skantz to JDK Committer.

Daniel is a member of the JVM Sustaining team at Oracle. Besides maintaining the HotSpot compilers and other JVM components in JDK Updates at Oracle, Daniel has made significant contributions to the reliability and diagnosability of mainline HotSpot, including significant improvements in compiler randomization, bailouts, IGV support, and test infrastructure, as well as complex C1 bug fixes. He has so far contributed 10 changes to HotSpot [1], of which at least the following 9 are significant:
