CFV: New JDK Reviewer: William Kemper

I hereby nominate William Kemper (openjdk: wkemper, github:earthling-amzn) to JDK Reviewer.

At time of writing, William [0] is a Committer on the jdk and shenandoah projects, and an Author on the jdk-updates project.

William currently works with the OpenJDK Corretto team at Amazon. He has authored over 50 commits directly to the JDK repository [1]. He has been deeply involved in the original inception, design, implementation, and refinement of the Generational Shenandoah project [2], which he recently shepherded into OpenJDK [3,4]. In addition to his direct commits to the JDK repository, William authored over 375 commits to the Generational Shenandoah project [5] prior to its integration into tip. He has resolved over 200 JBS issues [6], pertaining to Shenandoah, GenShen, and G1. In addition, William has supervised several interns in the OpenJDK Corretto team at Amazon who have contributed code to OpenJDK, based on their internship projects over the last several summers.
