New JDK Committer: Srinivas Vamsi Parasa

I hereby nominate Srinivas Vamsi Parasa [1] to JDK Committer.

Vamsi has been a member of the Java team in Intel since 2021 focusing on JVM optimizations for Intel platforms and has contributed 24 patches to JDK [2].
