New JDK Committer: Volodymyr Paprotski

I hereby nominate Volodymyr Paprotski [1] to JDK Committer.

Volodymyr has been a member of the Java team in Intel since March 2022 focusing on JVM optimizations for Intel platforms and has contributed 17 patches to JDK [2].

Votes are due by August 11, 2025, 23.59 PDT.
