CFV: New JDK Committer: Cesar Soares Lucas

I hereby nominate Cesar Soares Lucas (cslucas) [1] to JDK Committer.

Cesar is a member of Java team in Amazon, working on JVM. So far, Cesar has contributed 30+ mainline 
changes to improve compiler and GC code [2], including significant work in C2 and Shenandoah.
