New Pull Request command: /touch

This is a nice little improvement; thanks!

Nit: unlike that of other commands, this command's description uses
future tense. Other commands descriptions use present tense and
generally are 3rd person descriptive (e.g. "Approves a request ...")
or 2nd person prescriptive (e.g. "Add a summary section ...").
