JDK 26: Second Release Candidate

The GCC licenses must be included in builds compiled by GCC, specifically builds which include the GCC runtime libraries (libgcc and libstdc++).
In addressing this for JDK 26 GA, we mistakenly caused the GCC licenses to be included in all builds, even those not compiled by GCC. Sorry about that!
I’m working on a fix that will include the GCC licenses only when necessary. I plan to merge that into the April CPU (26.0.1).
We will take greater care with such late-breaking changes in the future.
