CFV: New JDK Committer: Bhavana Kilambi

I hereby nominate Bhavana Kilambi (OpenJDK: bkilambi) [1] to JDK committer.

Bhavana is currently a member of the Arm JDK team and has so far contributed 24 changes [2] to OpenJDK mainline. Her continued contributions to FP16 have brought significant benefits to AArch64. In addition, her patches include several non-trivial C2 JIT compiler optimizations and bug fixes. She is also a committer of project Valhalla.
