Toshio is a member of IBM and has contributed to OpenJDK since 2018. They have merged 16 unique commits to jdk[3], and have backported many of these changes to earlier jdk versions. They have found and fixed many issues with internationalization and non-ascii
text. With their long-standing history of good quality contributions, I believe they are more than qualified for committer status.</div>
