I hereby nominate Kelvin Nilsen (kdnilsen) [1] to JDK Reviewer.

Kelvin is a member of the JDK team at AWS and a Committer in the JDK project.
Kelvin is a GC expert and the de-facto Shenandoah Project lead. He has contributed substantial code to the Shenandoah project downstream over many years. This work culminated in the large Generational Shenandoah integration, a substantial contribution in itself.
Additionally, Kelvin has contributed 38 changes to JDK mainline [2]. He actively reviews Shenandoah changes, and his review is effectively required for many of them. Granting Kelvin JDK Reviewer status would formalize this existing role.
Votes are due by 00:00 UTC Saturday, Mar
