Outdated JDK 10 fix request process page?

I wish the distinction between updates and ... (I don't even know what to
call them - non-updates) projects would just go away.  There is no
technical reason for an artificial leap at General Availability.    A
sudden transition to another team promotes over-the-wall-ism.  Perhaps the
origin is the Java development org chart from decades ago.
