jdk11u: Windows 32 bit broken

Hi Severin,

we noticed that the Windows 32 bit build fails with the latest changes in jdk11u:
cl : Command line error D8016 : '/RTC1' and '/O1' command-line options are incompatible

*** [Lib-jdk.hotspot.agent.gmk:54: /output-jdk11-fastdebug/support/modules_libs/jdk.hotspot.agent/saproc.dll] Error 1

I guess this is related to the backport of
http://hg.openjdk.java.net/jdk-updates/jdk11u/rev/5dd4ef1d6ce9

Can you take a look, please?
