jdk11u: Windows 32 bit broken

Hi Alex,

the Windows 32 bit version of jdk11u was usable until the backport of JDK-8210647 yesterday.
We only want to keep it alive in 11u, but we need to push fixes to jdk/jdk and then request the backport.

Just FYI, starting with jdk11 we don't build 32-bit builds anymore for 
Red Hat jdk-windows releases.
