[Updates Communication] Push approval criteria update

Hi Rob,
thanks for simplifying the down-port criteria to jdk11u. I think the
new rules are reasonable and much appreciated.
I'd like to propose another small enhancement which I think could be
useful for the OpenJDK community and especially for down-stream
distributions.
The "JDK Update Releases" page [1] mentions the following regarding
the "JDK Updates Release Schedules":
- The cutoff date for getting approved fixes into this first release
is approximately 5 weeks after the RDP2 date for the feature release.
- For the second jdk-updates release, the cutoff date is approximately
4 weeks after the GA date of the first update release.
I think it would be useful to announce these cutoff dates on the
mailing list a few days before they occur and communicate the exact
cutoff change after the internal security branches have been created.
This way, everybody knows which changes from the open jdkXXu repo will
make it into the next security update.
Am I right with my assumption, that after such a cutoff, neither
merges nor manual integrations from jdkXXu into the corresponding
jdkXXu-security branch will happen?
