Hi,

I problem-listed the tests failing on ppc in jdk/jdk. As all these
tests also fail in jdk11, I would like to downport this.

Unfortunately, this change does not apply cleanly. Mostly
because the context of the hunks is different.

Test serviceability/sa/TestClhsdbJstackLock.java and sun/tools/jhsdb/BasicLauncherTest.java
were already listed as failing (on solaris) in jdk/jdk,
but not in jdk11u. So I added these two and marked them 
failing on ppc only.
