[Updates Communication] Proposed changes to release schedules

Hi folks,

Given the volume of jdk11u fixes I'm planning to tweak the wording of the
release schedules section of the jdk-updates page to bring it in line with
earlier releases.

This will involve replacing the last two paragraphs with the following text:

The first jdk-updates release in a series occurs within a month of the JDK
feature GA milestone. The RDP2 date is approximately 12 weeks prior to
the update release GA date.

Exceptions may be made for a limited time for urgent issues (P1s or serious
regressions) at the discretion of the maintainer. If you are requesting
an exception for a push post-RDP2 it should be outlined in the request
justification.

Late October 2018  RDP2
Mid January 2019   GA
