RFR: [jdk11u]: 8211437 java.net.http.HttpClient hangs on 204 reply without Content-length 0

Hi,

This has already been approved assuming that the jdk changeset applied 
cleanly.
A small test change was made to jdk since approval was sought so the 
changeset
no longer applies cleanly. The full webrev is at:
