If " downstream builders project" excludes shared changes it's unclear to
me what it is supposed to mean. I understood a "downstream builder"
is anybody who builds the repo with a different setup than listed
for Oracle among "JDK 11 build platforms supported by Oracle" here:

Maybe you need to update that wording, too?
