[FREEZE] 11.0.3 NOW FROZEN

The release tree:

https://hg.openjdk.java.net/jdk-updates/jdk11u/

is now frozen in preparation for release on 2019-04-16.

The final release will be based on 11.0.3+5 [0] and will have a version
no lower than 11.0.3+6.

There are two changes in the repository after 11.0.3+5 [1] [2]. These
changes were not committed until after the agreed deadline of the 1st
and so will now have to wait until 11.0.4.

I suggest that, in future, we aim to tag the release on the day of the
deadline or the last working day before to avoid such confusion.
