Set new hgupdater versions for jdk8u and jdk11u

Hi Andrew,

as the April CPU is out of the door and we don't expect any more changes for OpenJDK 8u212 and 11.0.3, I think it's time to ask ops to bump the versions for hgupdater in the release branches:

https://hg.openjdk.java.net/jdk8u/ -> openjdk8u222
http://hg.openjdk.java.net/jdk-updates/jdk11u/ -> 11.0.4

The new setting needs to be active before we can merge from dev to release.
