RFR: TEST_BUG: 8222027 - java/util/logging/LogManager/TestLoggerNames.java generates intermittent ClassCastException

Hi all,

The fix for this bug [1] was made on the jdk repository with this [2] and 
I have requested that this be backported to jdk11u.
The request have been approved but I need someone to sponsor this change 
and to then merge it into jdk11u-dev.
I have tested that the patch installed cleanly on jdk11u and all the tests 
work. 
Would be grateful if someone could take a look at this and get it merged 
for me.
