[11u] jtreg.SkippedException?

Hi Severin,
so I think with all the comments received and the information from Jon, we should go for jtreg.SkippedException.
Actually, I'm pro backporting JDK-8208655. This bug is clearly about introducing SkippedException. I suggest to use this patch as base and resolve it against 11u-dev. If we miss some places where SkippedException is used in upstream it shouldn't matter, though.
