[11u] CSR question re. backport ofJDK-8228669: JFR tool

[Lindenmaier, Goetz]

... for 8227127, it is tagged, so I guess it's fine to be pushed. 
If there is a difference in behavior (indicated by the CSR), 
it's more critical to have differing feature sets I guess.
