[11u] Backport 8163363: AArch64: Stack size in tools/launcher/Settings.java needs to be adjusted

I would like permission to backport the upstream change set for
JDK-8163363 to jdk11u. This fixes the minimum stack size used by
test/jdk/tools/launcher/Settings.java so that it is large enough to
allow the test to pass on AArch64 implementations where it previously
failed. The patch applies cleanly to jdk11u-dev.
