[11u] Backport 8163363: AArch64: Stack size in tools/launcher/Settings.java needs to be adjusted

If it applies cleanly, you don't need this note. Just put the jdk11u-fix-request label on the issue
and "Fix Request" comment. See steps 5 and 6 here:
