[11u] RFR:8220227: Host Locale Provider getDisplayCountry returns error message under non-English Win10

Hi,

I'd like to backport JDK-8220227 to 11u, but the patch couldn't apply
cleanly.
The changes of main code could do, but testcase needed adjustment.
The test framework was changed from shell to java program.

Could you review the change?

Also, I'd like to obrain a sponsor of this backport. I don't have a right
to push.
