[11u] RFR 8215032: Support Kerberos cross-realm referrals (RFC 6806)

Hi,

I'd like to request a review for the JDK-11 backport of 8215032 [1].

Changes to the original patch:

 * Copyright dates in a couple of files

 * Auxiliary SecurityProperties.java file was partially taken from
8207768, and changes from 8224589 applied on top of it. I've decided not
to backport 8207768 completely as it contains several unrelated changes.
A comment has been added to the commit message to trace this changes.

Testing

 * Regression tests in jdk/sun/security/krb5 passed.

This backport will be part of a series: 8215032 -> 8226719 -> 8227061 ->
8227381 -> 8227437.
