[11u] Backport 8229352: Use of an uninitialized register in 32-bit ARM template interpreter

Hi Boris,

I finally found something regarding the CDS problems. The issue appears, 
if I configure using --with-build-jdk (I used a 11.0.3+7 from adoptopenjdk 
as build jdk). I did not look into it yet, but I am now able to compile a 
32-bit ARM softfp VM which passes the CDS hotspot JTreg tests.
I will look further into it and post something later on.
