[11u] JBS issues with missing backports

If you look at http://hg.openjdk.java.net/jdk-updates/jdk11u-dev/ (which shows the changes in the order they were pushed), you'll recognize that any push before 8209420 seems to have an associated JBS-backport as well as pushes after 8215792. So that time seems to the glitch in the system unless I've overlooked something...

Would be great if that that was possible. Ops is on the distribution list...
