[11u] RFR: 8213908: AssertionError in DeferredAttr at setOverloadKind

Hi,

I'd like to backport to 11u this fix first manifested in 11 but fixed in
12. The one-line patch applied cleanly, hotspot and langtools tests had
no new failures.
