[11u] RFR: 8203687: javax/net/ssl/compatibility/Compatibility.java supports TLS 1.3

Hi,

I had to resolve several files:

Compatibility.java
The change to the test description does not apply because 14 mentions 1.7 in
the -source/-target statement, but jdk11 mentions 1.6.

Parameter.java
It could not be deleted because 14 mentions
JdkRelease.JDK7 in places where 11 mentions JdkRelease.JDK6.

README
I had to resolve the copyright.
