[11u] RFR 8185525: Add JFR event for DictionarySizes

I think we need to carefully consider the number of backports we want
related to JFR.
I can't comment on the specific of this patch but I think we should
avoid backporting every feature of JFR that happens to be introduced.
That said, there are indeed a number of useful things, for example the
streaming API, so I'm not sure where to draw the line, this is
probably for the maintainers to decide.
I don't think we have a list of back ports we want to do, so far we
only backported ported everything that was necessary, but with this
work mostly over we are now thinking with features, so it may make
more sense to write down what we want and discuss the backports with
the maintainers before committing work.
