[11u] RFR: 8218268: Javac treats Manifest Class-Path entries as Paths instead of URLs

Can I please get a review and a sponsor for the 11u backport of
https://bugs.openjdk.java.net/browse/JDK-8218268?

For the patch to apply cleanly, I had to first apply the patch for
https://bugs.openjdk.java.net/browse/JDK-8232170 (which deals with a
related issue).
