JDK 11.0.3 Update process

Hi folks,

generally, I think we should definitely request the jdk11u-dev repository asap and at that very moment branch JDK 11.0.3 stabilization work from JDK 11.0.4 commits.

Currently the process around the jdk11u repository is that once a change gets pushed in there, a JBS issue is created, indicating that the issue was fixed/backported to release "11.0.3". When we have the new jdk11u-dev repository and made the cutoff, changes pushed to jdk11u-dev should be backported as 11.0.4 while changes pushed to jdk11u need to be tagged 11.0.3.

So, I suggest the following process when creating jdk11u-dev (The Andrews/Redhat need to confirm whether it fits for them...)

1. Close the jdk11u repository for commits (only the maintainers of jdk11 should have push authority).
2. Request the new repo jdk11u-dev as a clone of jdk11u (no commits yet allowed).
3. Make sure the system is set up to automatically create backport bugs for 11.0.4 when commits are made in jdk11u-dev.
4. Open jdk11u-dev for commits for the world.

Then the jdk 11.0.3 stabilization work can start. And once jdk 11.0.4 stabilization work starts, the system has to be changed in that jdk11u will create 11.0.4 backports and jdk11u-dev will do 11.0.5.

Does that make sense?
