11.0.3-oracle issues in openjdk 11.0.3

I pushed another salvo to 11u. Down to 26 issues now.

CI reports there are two failures in langtools tier1, that were there before we started backporting
11.0.3-oracle changes. Failing tests are:
  jdk/javadoc/doclet/testLinkOption/TestLinkOptionWithAutomaticModule
  jdk/internal/shellsupport/doc/JavadocHelperTest.java

Let me look into that instead of backporting more 11.0.3-oracle things. This also would let
Christoph work on 11u backports without colliding with my work.
