JDK 11.0.3 Update process

Correct me if I have the wrong fix versions here, but the following email
should suffice for both requests:

Hi Ops,

I'd like to request the creation of a new forest for jdk11u:

http://hg.openjdk.java.net/jdk-updates/jdk11u-dev

This forest should be cloned from
http://hg.openjdk.java.net/jdk-updates/jdk11u

In addition to this I would like to request that the fix versions for
hgupdater be set to:

jdk-updates/jdk11u-dev: 11.0.4
jdk-updates/jdk11u: 11.0.3
