JDK 11.0.3 Update process

I'm fine with the wording in Rob's "request template" (thanks for
providing it!). I think it expresses exactly what we've proposed so
far.
It actually means that once it is executed, all the 11-update
downports will have to go to "jdk11u-dev" repository and will be
scheduled for 11.0.4. Only the changes which are already in 11u at the
time of cloning will automatically become part of 11.0.3.
We will have to somehow communicate this fact very prominently (or
maybe even restrict commits to 11u for some time) because until now
all the downports for 11-updates went into 11u. 11-update downporters
will have to adjust their habit once we have jdk-updates/jdk11u-dev!
Besides that, I have another question which I kindly ask Rob to answer :)

Once this is done, how best proceed with a change (say a P1) which
needs to go into both 11.0.3 and 11.0.4. My idea was to downport it
directly to jdk-updates/jdk11u and regularly push from
jdk-updates/jdk11u to jdk-updates/jdk11u-dev. Is this the way it was
previously done at Oracle?
The other possiblity would be to instantly downport it to both
jdk-updates/jdk11u and jdk-updates/jdk11u-dev. But in the end, this
would leave us (after 11.0.3 will be merged back into
jdk-updates/jdk11u) with two different instances of the same change in
jdk11u-dev and all subsequent releases. I think that would be not very
nice and quite confusing. If possible I'd like to avoid that.
