CSRs and OpenJDK (11.0.3) Updates

Hi,

I have a question regarding the downport of fixes when a CSR is involved.

Look at issue JDK-8213952 [0]. It has a CSR: JDK-8214270 [1]. When Oracle backported it to 11.0.3-oracle, there is issue JDK-8215883 [2] for the backport and the CSR has been downported separately: JDK-8215884. Aleksey has brought the fix to OpenJDK 11.0.3 yesterday with JDK-8219240. But no CSR downport happened for that.

I guess in principle I'm fine if we skip CSR downports as I think only Oracle is involved in the CSR group so far. Maybe we should link the original CSR to the downports. Otherwise, we'd also have to have a CSR group or subgroup reviewing backport CSRs for OpenJDK community downports. Any thoughts on this? We should at least come up with a current rule how to handle such issues. Until then I'll leave those bugs alone that involve a CSRs in my backporting efforts.
