There was an abberation recently that had far more redundant changes
that should be expected. Usually you would only see a duplicate
changeset for a fix that was approved for inclusion post RDP2.

I'm not sure I follow. Post RDP2 of jdk12, all approved changes are first
pushed to jdk/jdk and then to the jdk/jdk12 stabilization repo. In this
case two records will be created, one for 13 and one for 12.
I.e. while the fix versions are different (and span major releases
instead of updates) afaik the mechanics are identical.
