JDK 11.0.3 Update process

For 11, we (SAP) would like to contribute, but we need a process so 
we all pull on the same strings :)
At least for all the work that can be done in the open. 
I think the security changes that must be closed are rather few
if we handle all the other changes beforehand. 

For tagging and syncing the two repos we would volunteer, but we're
also fine if someone else does it.
