RFR(XS) [11u]: 8219461: Bump update version for OpenJDK jdk11.0.3

But the question is more
 - do we want to set a date at all?
 - do we want to set the same date as Oracle?
 - or do we want to set the date when the -ga tag is pushed to the open?

I assume we can not see the change that bumps the version to 12.0.1. 
I also looked for the change that bumps the version to 11.0.3-oracle, but 
could not find that either. But the bugs for the version bumps for 11.0.1 and 11.0.2 are
not visible either, see the changes I referenced.
