Confirmation about jdk11u approval process

Thank you for help.

I did not know about milestones for jdk11u.
So I was late...

Critical one may be JDK-8211393 [1] for Unix platform.

These are for OpenJDK for AIX.
On jdk11, Java did not start with AIX's 3 locales.
It was restriction on jdk11.
On the latest build on jdk13, AIX's all locales are supported by 
OpenJDK.
