jdk-11.0.2+9 re-publish?

I'm not sure if we should be requiring such metadata edits
in the repo every three months. In JDK 8 update builds, the
update release version got set at build time.

Perhaps the same should be done for JDK 11.0.x builds via
the configure script.
e.g. --with-version-update=5 --with-version-update=2019-12-12
