[11u-communication] Call for new lead maintainer

To help transition the jdk11u repository[0] to a new set of
maintainers, I'd like to invite JDK Updates Project Committers
and Reviewers who are not currently employed by Oracle to nominate
themselves for the position of lead maintainer by replying to this
mail.

The lead maintainer will have the authority to appoint new
co-maintainers to the repository. [1]

Any candidates putting themselves forward for this technically
challenging role should briefly describe their contributions to
the Project to date.

Once a candidate has been selected I will then begin a Lazy Consensus
[2] call-for-votes on the proposed new Lead Maintainer amongst the
Project Committers. This will last one week.
