[11u]: Backport of RFR 8211122: Reduce the number of internal classes made accessible to jdk.unsupported

Ok, it's probably a wise decision not to approve it. Modifying 8216039 to fit into 11u without 8211122 shouldn't be too hard... I just thought it might be beneficial for other possible backports, too.
