jdk/jdk13 vs jdk-updates/jdk13u

Hi,
I am looking at building the bleeding edge jdk13, and have a process question. My goal is to build
and test the bleeding edge jdk13 for me and users in my vicinity to test.
Right now, we have two repositories: jdk/jdk13 for stabilizing 13-ga, and jdk-updates/jdk13u
apparently for 13.0.2 (not 13.0.1!). You would think that jdk-updates/jdk13u contains all the latest
changes for 13, but it is not: it is latest tag is jdk-13+26, while jdk/jdk13 is already at jdk-13+31.
Is there a plan to have jdk/jdk13 -> jdk-updates/jdk13u merges regularly? That would make
jdk-updates/jdk13u the most bleeding edge.
Or do we have to wait for JDK 13 released and jdk/jdk13 cease to exist? That would force me to have
two different jdk13 binaries until that happens, which would be inconvenient.
