RFR [jdk11u] : 8224221: add memprotect calls to event log

Hello,   please review  the downport of  8224221: add memprotect calls to event log    to jdk11 .
The  "good old" patch from  jdk7jdk  mostly applies nicely .
However  the changes to  src/hotspot/share/utilities/events.hpp   had to be adjusted a bit  manually  because
Events.hpp  differs a bit  when you compare  jdk11u and  jdk/jdk  .
