Confirmation about jdk11u approval process

Hi Ichiroh,
To go to 11.0.3, they need to be P1 or P2 bugs, or pure test
changes. Jdk11.0.3 in the jdk11u reporsitory is in rampdown
phase two: https://openjdk.java.net/jeps/3
If they were P1 or P2, and you had wanted to get them to 11.0.3,
it would have been best if you hsd stated so in the Fix Request
comment.
Thus, please get the changes pushed to jdk11u-dev.
