Yes, I think Oracle's plan is to create the change for the new Japanese Era name beginning of April once it is available and before GA of the April patch (16th of April). So we'll most probably also include this in 11.0.3.

@gnu.andrew: That's also a heads up for you. This change will very likely be done in the "freeze" period of 11u.
