[12u] 8214122: JDWP is broken on 32 bit Windows: transport library missing onLoad entry

Hi All,

I would like to request backport of this fix to 12u as it seems to be the only version that's not covered yet.

The patch itself applies cleanly and I've verified locally that the fix resolves the issue.
